make a estimation for blank, use machine parameter speed + feed in relation of the material.

For spline, depend of the machine (how many pass for each teeth x (lengh x feed))

use contengency for your protection (rapid feed + checking time)

dont forget cost of cutter and cost of inspection tool cost.
