i am student would like to start PhD research on Manufacturing Engineering. My area of research will be "Total Productive maintenance TPM". Could anyone guide me or help me for writing good proposal about this field of Manufacture.
Based on the link provided it doesn't take a phd to say that ops won't do the job right because they won't get paid anymore for it and when they have a breakdown they get paid full rate for doing didley squat (not a lot).

Actually, if you are truly at the PH.D candidate level, you shouldn't need much help on the proposal. For examples of successful implementations, you will do better on a Japanese website, they seem to make it work. Doesn't work here in North America either.
I implemented a preventive maintenance program, but it was based on common sense and science. Reduced unscheduled downtime by 90%, and got the prior VP fired.
I got booted up/out to corporate.
Question for you, except for teaching at auniversity, what company do you think needs a TPM PH.D? They don't even keep M.S Engineers around any longer than they have to.
