I believe companies are certified under ISO9001, which is a quality assurance standard. This would include the process by which PEX is crosslinked, which is now accomplished during extrusion, but that process would presumably not receive independent certification.
A special process is one whose outcome cannot be independently verified (via inspection or some other means). Welding is a classic example; in most cases (barring the use of sophisticated test equipment) the qualities / traits of a weld, such as its strength, cannot be verified without destroying it. Other examples can include gluing, soldering, etc. Often, service delivery processes fall into this category because the customer is receiving the outcome at the time it is produced (with no opportunity for a verification step). Of the cable crosslinking process you're asking about fits this general profile, then it is a special process and would have to be handled accordingly under an ISO 9001-compliant system.
