How to construct a circuit of blinking light @ of 5 secs. using one timer and PlC.

Blimey you hardly need a timer AND a pic...

A 555 will do it or a UJT relaxation circuit or a two transistor multivibrator, or a quad 2 input CMOS NAND gate and a couple of Rs and Cs... google and all will be revealed.

Radioshack has them for $2.99 US. Cheaper to just buy it. Unless as stated it's for homework.
