we are fabricating 6.3' meter ID X 36' meter long Vessel

MOC- ss304

Please Suggest me Penumatic test procedure and safety arrangment

Use water pressure instead. It will save a lot of form-filling and funeral arrangements in the event of catastrophic self-disassembly of the vessel while on air.

I have seen the aftermath and the shortcuts some Inspectors take.
