Earthing, high meter readings and high power consumption?

Does poor earthing system in domestic house causes high readings in meters,resulting in high power consumption.?

No. Ordinarily there should be no current on the earth conductor. Its purpose is to achieve a high level of safety in the event of a fault.

What could be done to improve the earthing on this particular installation?

...then that's a safety issue as a priority for correction, ideally before someone gets hurt/killed and a measure of unpopularity develops with the fire insurance provider.

What do you mean? Please be more specific.

If you are having earthing problems and suspiciously high meter readings then you would be well advised to get an electrician in to check your system as it could be VERY dangerous!
