what are all the other s/w s can we we use instead of wincc to communicate with IEDs?

I don't really know what your trying to do since you haven't specified it in your post, but WinCC uses an integrated OPC client to communicate. Therefore you could write your own client application in VB or C++ and put whatever it is you want to do on top of that. If you aren't too hot on software the ActiveX object for OPC in VB is very simple to use. Of course you will need an opc server as well but you may be able to manage with an off the shelf one

I'm a little concerned with the idea of "controlling IEDs". Improvised Explosive Devices? I certainly hope not!
