Not sure what you mean by a "chart on specifications" but you might check the "Tool and Manufacturing Engineers Handbook: Desk Edition" (1988)
On page 19-24 there are two tables:
Table 19-2: "Classification of Tungsten Carbides According to Machining Application per U.S. C-System"
Table 19-3: "Properties of Titanium Carbide Cutting Tool Grades"
Both tables give Hardness (RA) and Transverse Rupture Strength. The first table also has more descriptive information regarding materials to be machined and types of machining operation, as well as description of the type of carbide and relative characteristics for speeds and feeds.
Table 19-4 on page 19-27 also compares performance of Ceramic vs. Carbide inserts if that is of interest. The text of the handbook has much more information.
The Desk Edition contains selected sections of the first 5 volumes of the 9-Volume set of the fourth edition of the TMEH. You may want to get a copy of Volume 1: Machining, published in 1983, which may contain more detailed information.
Conversely, check the on-line catalogs of carbide tool suppliers like Seco-Carboloy, Sandvik Coromant, and others.
