Brain scan and brain cleaning is the best possible way to minimize terrorism.
Initially it ws thought that religious priests will do this job effectively, but they failed to great extent.
In fact terrorism uses this tool to generate terrorism very effectively and with greater dedication and self generated research.
When bad are to bad then good have to do the same. Look at the "war and peace" document by Leo Tolstoy.

Good and bad are only definitions and change their value when it comes from me to others. I hate none so not much difference. Life is an experience for me and how it ends hardly matters.
I was greatly influenced by document "Back to Methuselah" by George Bernard Shaw. This is something worth reading. I was impresed.

I was also touched by these two poems. I read these when I was 10 and I am 55 now and yet they are fresh in my mind and touching. Hope you will also love reading these. I hope I am not offending any one putting these here.
The Man He Killed - Thomas Hardy
"Had he and I but met
By some old ancient inn,
We should have sat us down to wet
Right many a nipperkin!
"But ranged as infantry,
And staring face to face,
I shot at him and he at me,
And killed him in his place.
"I shot him dead because –
Because he was my foe,
Just so – my foe of course he was;
That's clear enough; although
"He thought he'd 'list perhaps,
Off-hand like – just as I –
Was out of work – had sold his traps –
No other reason why.
"Yes; quaint and curious war is!
You shoot a fellow down
You'd treat if met where any bar is,
Or help to half-a-crown."
Blow, blow, thou winter wind - William Shakespeare
Blow, blow, thou winter wind
Thou art not so unkind
As man's ingratitude;
Thy tooth is not so keen,
Because thou art not seen,
Although thy breath be rude.
Heigh-ho! sing, heigh-ho! unto the green holly:
Most freindship if feigning, most loving mere folly:
Then heigh-ho, the holly!
This life is most jolly.
Freeze, freeze thou bitter sky,
That does not bite so nigh
As benefits forgot:
Though thou the waters warp,
Thy sting is not so sharp
As a friend remembered not.
Heigh-ho! sing, heigh-ho! unto the green holly:
Most freindship if feigning, most loving mere folly:
Then heigh-ho, the holly!
This life is most jolly.
