Is it essential to have DOL starters fro fire hydrant motors? If
not, Is there any IS indicating the conditions under which uasge of
star delta starters is permissible?

I have seen mostly some form of DOL starter is used .There are variations like a pressure switch which drops down closing the contacts and starts the motor or a switch activated by some indirect means when the line pressure drops to start the fire hydrant motor.As to whether star/ delta is permissible u have to check with local authorities.Normally star delta is not preferred as the pump has to almost instantly start and deliver and build up the pressure.
