Land Development and Drainage Engineering

I been at my company for five years now and recently been placed in a sort of management position. The company is a family owned business and is relatively small. My boss is always out of the office on business trips and is really hard to get a hold of.

We are starting on a new project involving the addition of 13,333 S.Y. of impervious pavement for an undeveloped area. I'm looking to hire a drainage engineering company to help us with the stormwater managemet but as the prime engineer my real question involves the dates when I need local approval. The job site is in South NJ and falls under the Pinelands Commission and Local approval.

Do I complete the design 100% and submit to Pinelands and the Local Municipality for site plan approval? Or do I submit earlier in the design process. My main objective is keeping the project within budget by minimizing changes to the drawings.

Our company based in the Philippine engages for Mechanical , Electrical , Plumbing & Sanitary and Fire protection Design and shop drawings for overseas markets. Having been both a consultant and employed as a municipal engineer the answer is easy -

Go ask.

Many jurisdictions have specific rules, guidelines and mandated approaches to stormwater. Often a pre-application meeting is available where the prescribed methods, (Santa Barbara, vs single event rain fall event etc) will be described. Usually timelines will also be provided upfront. They may even have brouchures or info on their web page.

Builiding a relationship with your reviewer will save untold re-designs because you didn't understand the criteria your design will be evaluated against by the regulating agency.

The website for these municipalities are not the greatest. Like you said I'm going to have to call someone and be transferred to 3 or 4 people until I get an answer. Usually what happens.

Classic "Catch 22".

I can't submit 100% plans because I don't know what the Pinelands Commission requirements are. But, if I go to the Pinelands Commission Office and get their drainage regulations, then I will know what the requirements are and then I will have to prepare drainage plans. I really don't want to know the requirements because then I'll have to prepare drainage plans.
