Siemens WinCC runtime is really the name of their integration software. It includes configuration/programming/data storage and communications. The key communications method used is OPC. The WinCC applications provides both an integrated OPC Client and an OPC Server.
Since OPC is a communications standard, there is really only one 'brand'. All OPC clients and OPC servers are built to the same specification. Products that have passed the OPC Foundation standards for Certification and Interoperability can be found on the OPC Foundation website at http://opcfoundation.org/Products/ProductVendors.aspx
So, a product like the WinCC OPC client will connect to any other standard OPC server application on the market. The OPC standard only dictates how the communcations is handled. Things like presentation, configuration, GUI, etc would vary across products or vendors. Since WinCC has integrated the OPC client into it's overall application it will 'look' different from other OPC clients, but still used the common standard OPC communications. Just like any other OPC client or OPC Server on the market.
