Charges may be positive or negative. The expression "neutral charge" is a contradiction in terms.

Neutral indicates lack of charge (or possibly equal amounts of positive and negative charge, treated as one entity).

Well, there are protons which are positive charges, electrons which are negative charges, and neutrons which are neutral (?). What do you think? Now by your above response you may be supposed to be a physicist.

So the question is how to extract neutrons from a nucleus? Fission works well.

How about from "plasma" that also includes neutrons?
