Hire a engineering consultant. Remember that application of protection systems in electrical power generation, transportation and distribution is a complex job. It involves loss of human life and economic loss if implemented incorrectly.

Nothing comes for FREE.

Do some time and cash investment for achieving the end result you desire.

The Cooper Power Systems book on distribution circuit protection is one of the best general books available, although it does not cover relaying very well.

There is a General Electric Book, "The Art and Science of Protective Relaying" that is aimed more at the relaying portion of the system.

Either of these is often available from your Cooper or GE manufacturer's representative.

As a supervisor of a group of engineers who dodistribution circuit protection for a living, I can tell you that this is a tough art to learn by books alone. It takes signicant support and guidance to develop your skills in the art.
