Earth Fault Felay Setting: KASUGA-MH EM313

My house com with the 69 KVA ,3 phase,100 Amp panel ac circuit is protected by "MOELLER" NZMB1 breaker over current is set at 90 Amp, 8 Sec (Direct acting ), and ground fault is protected "KASUGA-MH" EM313 with the ZCT & setting is time S1 is 0.2, ELC(A) set at 3 Amp. The earth leakage relay is activated and breaker can not be reset, can some one let me know the why is the primary fault current and the setting is if correct.Thank.

Local electricity supply regulations guidance for Earth faulty relay operating at primary faulty current of 20% of approved load subject to a maximum of 120 Amp with time lag of not more than 0.5 second

Suggest you try to isolate fault (section of circuit causing EL trip) by disconnecting all load-side circuits, and re-connecting individually.
