Steels react with phosphoric acid to form a protective coating.

How about treating them with a commercial phosphoric-acid-containing material, such as proprietary Cola, or even "Jenolite" (usual disclaimer), the solution to motor vehicle body corrosion (allegedly)?

If a painted finish is required, try "Hammerite" (usual disclaimer) paint finishes, which can be applied with one coat onto bare metal.
