Prevention of Water Tree

Is there is method of prevention of water tree formation in 10 years old high voltage XLPE cable? Is there any agency?

Seriously, the gradual penetration of water into cables is a problem and most efforts are directed at testing cables for the presence of trees with a view towards repaving them prior to failure.

This penetration causes the formation of discharge trees (which fan out like mini tree roots and they gradually penetrate the insulation, at which point a catastrophic failure occurs).
