My guess is as good as yours. VCB obviously stands for something. And it is probably part of some kind of system. It might even be something in English or some other language, but it is all a guess with so little information.

The letter "V" is used to abbreviate words like "voltage", or "very", or "vector" or "vicarious" and so on, depending on the specific industry.

The letter "C" ........ pick any word in the dictionary. Same goes for "B".

VCB is Vacuum circuit Breaker in electrical terms and an electrical panel which has VCB for circuit breaking can be called VCB panel.
