what should be the welding rod for welding 4340 using TIG?

You'd better use a 4340 one. Choose among the manufacturers the specific model that meets your size requirements.

IF MECHANICAL STRENGH IS NOT ESSENTIAL, any lower carbon less alloyed steel would weld fine, but I dont think this is the case...

Anyway, dont forget the appropriated post-weld treatment, but you should already be aware about it.
