How can the FAA control what goes into space? I'm all for stopping space spam before it starts, but if I go to Russia to launch a billboard how can they stop me?
Maybe an act of the UN Security council would be needed, but I doubt they would deal with something so minor.

The article states that the FAA has no authority to back up their statement. However, I can't see the harm in beginning the discussion a few years before it does become an issue.

I'm just worried that a mandate from an US government branch might not be the best way to start this discussion. It's like when the US tries to dictate Internet law to the world. Other countries tend to dig in their heels.

This is something that a number of governmental agencies, business leaders, scientists and environmentalists should begin discussing practically. I agree, nothing would be worse than an ill-informed Senate sub-committee passing binding laws.
