How to decide that a building should have lightning protection. building is consist of nuclear materials

You need to carry out risk assessment calculation. The guidleine for the same is defined in IEC 62305 part-2.

The size of the building, the location, the kind of material stored, the facilities provided are few of the factors which determine the risk factor.
