Are you sure there isn't a prefix?

If not, the designation CR4 is an aluminum fine grained 1008 steel; per ISO 3574 and 5002

Japan JIS 3141, and 3313 also describes CR4 as a 1008 for deep drawing

08 max Carbon, 45 max Mn.

Watch for Aluminum minimum for deep drawing applications often coded AKDQ

It could also mean "cold rolled" according to BS 1449 (which I believe has been replaced by EN 10130 : 1991) as per page 4 of this site.

However, I don't anything more about it.
