IEEE Designations for Annunciator Panels

Is there an IEEE character designation for an annunciator panel?

There is... but Annunciator Panels (ANN) should be part of Instrumentation & Control (I&C).

Mostly, they are using "ANN"-xx-XX, hence, the xx is sequence number of annunciator panels, meaning how many ANN have lined and XX is the location or system.

For more info see ANSI/ISA-S18.1 "Annunciator Sequences and Specs. and Table 1 & 2 of Instrumentation Symbols and Identification for more details. All of these are in STANDARDS AND PRACTICES FOR INSTRUMENTATION.
