Sheer Force vs. Viscous Force

whats the difference between shear force ,viscous force,skin force(wall drag)?

If water is flowing in pipe then please tell me how these forces are acting?

Although they do have specific meanings, you will usually find all of them used as imprecise names for various sheer stresses. Roughly:

Viscous force and skin force (wall drag) are forces generated by the medium that cause it to resist an applied sheer. Viscous force is in the bulk of the fluid, whereas skin force represents any differences in the properties of the fluid at its boundaries.
When these terms are used and sheer force is used separately, "sheer force" often refers to the sheer that is applied. Note that in many practical situations you need to take into account momentum as well as viscosity - and this can even apply when the flow is laminar.

If you don't already have the background to use this to answer your final question, you will need a systematic tutorial; I therefore think your best bet would be a year 12 book on physics (check the index for "pipe flow" before buying).
