Highly-Inductive Transformer Windings

Which Winding of Transformer is consider to be Highly Inductive and why.

2.Suppose a Transfromer having 260MVA 420/24Kv class having Lv Resistance 1.1mohm takes more time to stabilise as well as takes more current wrt HV
