Why are you asking this?

i am asking, because we arte now in construction have a minimum flow line of a centrifugal pump and we want to connect to it another line to feed another place during pump runing.

so, i want tn know physically its function and if this will be ok

or will harm the pump.

There are no simple answers that we can give you to your questions. You must review the design and work with the supplier/manufacturer.

I have uploaded an article that will give you better insight:

please inform abouth the minimum flow line for centrifugal pumps

what its function - It is there to ensure that there is always a minimum thermal or stable flow through the pump. Too low flow can result in hydraulic instability, recirculation cavitation or excessive heat build up in the pump

is it possible to block it - it is possible but probably not a good idea unless you can ensure a minimum flow by some other means

what is the required quantity to pass through - it is not possible to answer this question without knowing more details of your pump, suction specific speed etc etc. However for most pumps around 30% of best efficiency point flow would be safe for the pump. Remember this is the total flow through the pump, not just the flow through the minimum flow line.
