why boiler tubes have fins?

Larger surface area = better heat exchange.

The inside is for the fluid with the highest convection coefficient. The outer side for the one with less capability to transfer heat thus the surface must be increased in order to reduce the temperature difference between the 2 fluids and also the total heat transfer area.
