I have a refrigerator with the freezer section adjacent to the cool section. There is ice formation in the freezer section, but the cool section is not cooling correctly. What is the cause?

First what is the "cool section"? And what do mean not correctly? If you hear the compressor turn on and off then either the cooling chemical in the system has escaped or your unit is not sealing correctly. Also check the thermostat.My 6 year old has a tendancy to adjust the "radio channels in the fridge" from timi to time. Again ensure that the unit is level. Good luck
Is it that the ice is coming from the door of the freezer (some gap) or the coil below - but if you put a tray in freezer for ice cube it is not freezing ?
(No ice is nort clear) all others are more or less OK
Side by side ? never seen one always seen up by down, may be with one door or two doors or he has two freezing chambers side by side (in my industrial deep fridge I have one small and one large chamber side bu side with different thermostat controls)
If the ice is coming out of the door but no ice inside then it is strange that within the chamber the temperature is lower than outside ? so the hot moist air comes out and gets frozen on the door gap.

What is side by side ref ( are that type there? never seen except as i mentioned industrial ones or in markets but never the home fridges)

If your solution about seal is correct, the OP should give you a GA atleast for courtesy sake (but they never give it - I checked a lot of my posts in the end the OP says thanks a lot but not even a single GA Onle one tear not enough I have to weep a seaful )

A side by side is simply a single refrigerator and freezer unit with two narrow vertical doors (one for freezer and one for refrigerator) set "side by side",hence the name.
OK a GA (more for your signature) I loved that dormivi. By the way since we are so highly off topic (and you answered OT , GA will not help, only you become a bit less OT)
Did the OP solve his problem or went to the service ? (could have been the intelligent part to do anyway because by the time he completes his project following us, he may land up in a room heater (useful in these season) or an oven (not sure the usefulness esp when he pute a jelly to set or and icecream to freeze)

Check to see that the refrigerator is sitting level on the floor. If not then level it.This will ensure that the seal is set properly to keep frost from building up. If this has been a problem for a while then you will need a new seal and still need to level the unit.Keep in mind that these seals are usually made so that either only a NASA scientific team or a 3 year old child can actually remove and replace them ( like medicine bottle caps). Best of luck.
If leveling the appliance doesn't work, may I suggest you are a victim of TFD: terrible fridge design.
I had a similar problem with a brand new Danby frost-free fridge/freezer a couple of years ago: my first experience with so-called "frost-free" designs. The freezer filled with ice far more quickly than any 'un-frost-free' unit I've ever owned. Since the cooling in the fridge part is dependent on air (I believe) circulated from the freezer, it too was blocked by the ice-jam. Since it was still under warranty, a repairman came and charged me a mere $80 to replace a part... I forget which part it was, but it doesn't matter, since it did nothing to resolve the problem.
One solution is to rename the appliance the "frost-generator". Treat it like an ordinary fridge, with defrosting chore cycle at 2-3 months and you can keep it working fine.
There may be other uses for the appliance. When checking for sources of RFI at home, I discovered that the Danby was a functional FM radio receiver! If you are handy, you might hook up a preamp and speakers, and use it as an entertainment device.

We modify it like "Do not answer the mail, we will be out of office for some time, will call you as soon as we are back"
