what is the factor of safty will consider the design as per asme sec viii div-2

I hope I understand your question correctly and this answers it:

In the updated (2007) ASME VIII Div 2 - the allowable stress basis is set to the minimum of UTS/2.4 at room temperature, and YS/1.5 at both the room temperature and design temperature, for temperatures below the creep range.
