There are plenty of fairly good PDF format books available online for free, such as "Power Engineering Guide 5th Edition" (from Siemens website), which has about 100 pages on substations (its a 419 page 23Mb book).

A google search should net you some more. As for a book, I don't know of any specifics that cover mostly Substations, but if you are only after the basics, most of the information should be available on the net.

I tried doing a search for the Power Engineering Guide 5th Edition but had no luck finding it. If you don't mind could you please link it?
