Buckminster Fuller (I think it was) calculated that if you build a hemispherical structure large enough, it will float, even using conventional building materials.
I believe he said the diameter would have to approach at least 5 miles to work.
The differential temperature between outside and inside would create natural ventilation and cooling and heating with very little power.The weight of the air inside would overshadow the weight of buliding materials, and a slight increase in internal temperature could make the whole city float.
Sounds like just the thing for earthquake prone areas.
