Phase-Locked Loop(PLL) Frequency Synthesizer

I am doing a project which requires us to design a PLL frequency syhthesizer with the following specifications:

Frequency range: up to 10 MHz or better

Output voltage range: 0 to 5 V

I am planning to use 74HC4046 IC

can teach me how to design the circuit for this frequency synthesizer or give me some circuit of frequency synthesizer to reference?

and copy files pll.txt and pll.zip

Unzip the zip file and run the exe PLL_BODY

The program runs in DOS, but, runs OK under windows XP (don't know about Vista).

I'm amazed that this program has not been updated to run in a windows environment because it is absolutely brilliant. Unfortunately large parts of it are sequential so you have to keep re-starting it and going all the way through again, but, the guy who wrote it for Phillips ( Rob Volgers ) obviously really understood the 4046.
