The trip times (I am assuming motor) are usually derived from tables given in IEC 60947 (previosly IEC 947-1) to identify the most appropriate Overload Trip Class, for the trip curve as close as possible to but below the overload curve of the motor. This way unnecessary tripping is minimised and the motor is adequately protected.
In case of other type of loads too, the load curve has to be matched and beased on that the relays are set.
