Why not just use a small A/C vacum pump? You can find one anywhere, NAPA, Sears, etc, etc.

Im doing a project and one of the stipulations is that i cant integrate electricity at all. the vacuum pump needs to run off of the mechanical energy of the wind turbine through gears or belts

Vacuum pumps are usually rated by the volume of air they pump per unit time. Once you have this number and the ultimate pressure you need, you can locate a suitable capacity pump such as a Welch belt driven pump. Remove the motor and drive it at the appropriate rpm with any source available to you. Used Welch pumps are available on eBay or many used equipment dealers such as E. Mcgrath in Salem MA.

We use Kenney vacuum pumps throughout our facility. Kenney offers reliable, off-the-shelf pumps. Kenney has recently merged with Tuthill Vacuum Systems.
