As far as i know,from the main things required prior to mobilizing are:

-Building permit from the authorities or the owner.
-QCP:quality control plan.
-Programm for the works.
-Safety plans and risk assessement.

That things are required in the construction field but there are more things required which are depending on the type of projects.

I would think you would want to see a topographic layout, surveyors layout, soils report, and a water run off report. I would definetly require a soils report, and geotech report. This will help you to better understand what you are up against.
