power factor

Is it possible for a small private power supplier, subsidised by government, to manipulate power factor in order to maximise income from consumers. ie. make kwhr meters run high

Any device for power factor correction(manipulation) has to be fixed after KW-Hr Meter, and I am sure no consumer is going to allow it beyond the prescribed limits.
