Indoor Transformers: Are Fluid Filled Types Replacing Dry?

I heard that in power plants, FR3 fluid filled transformers are replacing dry type transformer for indoor purposes. Is this type of transformer, using natural ester oil, available in India? What is this cast resin type transformer?

Cast resin is a dry type where the windings are sealed in a resin with good thermal properties. They are about twice the cost of a standard dry or liquid filled transformer. Cleaning to ensure good cooling is required less frequently and can be accomplished faster than for standard dry type. Does not require containment pool as liquid filled currently do for indoor and building adjacent locations and is less susceptible to fire as dry type. Performance is typically better than standard dry type and can be as good as liquid filled.
