Sizing a Vapor Extraction Fan

we have a vapor extraction fan connected to lube oil tank of Toshiba make steam turbine but we are facing problem with oil vapor ingression into turbine generator.

I suspect that the size of the blower is not able to handle and function to our requirement.

please suggest what could be the cause of this problem and the process of sizing vapor extraction fans.
