Wind Load on Pylon Sign

I am constructing a pylon sign on two poles. they are on 4' center. Holes are 3' round and 8' deep. the pipe is 10-3/4 .500 wall. 8' will be in the ground and 5' out ( stub pipe). there will be 27' of 8-5/8 pipe with rings that will be .500 thick, 2' will be in the stub pipe. the square footage on the signage is 360' this is with pole covers. over all hight is 30'. the city is asking for 40psi and for a "moment" at the ground.

Signs... what fun you can have with signs, the basics of engineering...moments... like these, there often best felt in the washroom.

Just do the simple math. 45 psi X 360 ft^2 X 12" X 12" X height=lbs ft (torque) at the base before it goes in the ground. Just image how much force is at the base of the tubes before they go in to the ground. Now you need to balance this out with a counter weight in order to keep it from falling. I think you might have to lower the sign a bit or make it smaller. How much money are you willing to invest to have this sign sitting so high?? (engineering)
