Troubleshooting a UPD70320L Microcontroller

is that microcontroller contains any stored software?

I have seven segment display board that works with

upd70320l microcontroller and cy62256 ram amd m27c256 EPROm and other 74XXX |IC

it is dead no light on the 7 segment and the power is on all ICs I have tested all 74XXX Ics they are working I have read the EPROM on programmer and verified it

is there a suggestion what is the problem ?and if it is the micricontroller a new one need to be reprogrammed?

The uPD70320 block diagram on the datasheet shows an internal ROM which is not user-accessible - I suspect it contains microcode for low-level instruction decoding & execution. A replacement should not need programming, as it runs application code from external memory (the 27C256 in your case).

First place to look is the power supply, then the oscillator. If you have power and the clock is running you have a reasonable chance that it will work.
Next, scope round all the processor pins, you would expect to see, hi, low or clean digital signals. If you see any logic halfs then have a good look around that pin/track.
