what instrument can we use to measure the force generated when 2800 Nm torque is applied

A torque wrench will supply the required torque, and no more, if properly set.

That would be a pretty substantial torque wrench - about 140 kgf at 2m. (easier for me to visualise 140 kgf than 1400N)

Ah! Is this about applying a measured torque to, say a nut-and-bolt, or is it soemthing else?

You would use a torque sensor to measure the torque applied. You could use a torque wrench to induce the torque if need be. The question might be: how accurate do you need to be? If you want accuracy and little expense, use the weight*arm=moment. This method works great as long as the load is perpendicular to gravity and the load is know (1lb for instance).

To measure a force you need a force sensor or transducer. The torque is the vector given by a force acting at the end of an arm whose other end is fixed on the axis w<here you want to apply the torque. So that for a given torque you should define first how long will be the lever arm before asking for the force.

To your information a human being cannot exercise in a horizontal plane more than 700 N - 750 N of force. This gives you an indication about the arm length and the number of operators acting at same time for the torque you mention. Consider also that the force of 2 operators will not be over 1.4...1.6 the force of one since the simultaneity is not as good as expected.
