Well, I'd take a theoretical section through the jacket, along several planes, and do a force balance calculation.

First step compute the stress values in axial and tangential directions, second step compute the equivalent von Mises stress and if this has a value over the elasticity limit of considered material then the risk for bursting is real. How much the pressure has to grow further for burst depends on the evolution between yield and ultimate stress for the material.

If the wall to radius ratio is small you can use the force balance recommandation, if the wall is thick use the Lammé equations which give a better result.
