Neutral is simply the star point of the local distribution transformer, which is earthed at that place.

If there is a set of cables coming in from the second supply, is there no neutral in them?

If there isn't, then why is a neutral needed from the second supply?

Please share the installation in greater detail for the forum.

Definitely No,

It is NOT recommended to share the neutral point with other power supply load of different source. Each Transformer has it own neutral point. No doubts, each transformer neutral is earthed to the ground, it doesn't mean that both grounding are having the same impendence

The other problem is to prevent the leakage current from the other load flowing in to this load.

For Example; If your 1st transformer load having a high leakage current and your system does not trip, then, the high leakage current will flow to the 2nd transformer neutral system and cause unnecessary tripping to this transformer.
