What is the difference between earthed cable and unearthed cable? How we can measure the both cable voltages?

An earthed cable has an earth wire, an unearthed cable has no earth wire.

Do you mean earth screened or shielded cable?

Is an "unearthed" cable and "unarmoured" cable the same??. In india we call an unarmoured cable as flexible cable also

They may be called the same but they are quite different. An armoured cable is a cable which has an armoured covering around the cable which may or may not be earthed (depending on circumstances). An unearthed cable generally means a cable without an earth wire.

Try goggling "cable glossary" for more information.
