Earthing in Substation

Can we do welding & repair to earthmat in any charged electrical Substation?

Should an earth fault develop while the operation is taking place, it would place the operative(s) at risk of electric shock depending upon the integrity of the remainder of the system and whereabouts on it the repairs are taking place.

It would be far better to do the repairs while the substation were de-energised, on health & safety grounds.

Generally, basically, and normally, no welding & repair works to the earthmat is allowed in the substation while the substation is energize. It is dangerous to the workers and the equipment.
