without connecting the earth rod with cable to the structure you may use the earth clamp meter to measure.

Just put two electrodes with the test electrode of which resitance to be measured in straight line at equal distance. connect three wires from three electrodes to the earth resistance meter. If the meter is digital, then see the resistance value through display. if the meter is analog one, then rotate the handle with a speed at about 150 rpm and see the value.

With an earth loop impedance tester instrument.

1st get a good multi-meter. A Fluke 289 works well.

2nd Place the meter on OHMS.

3rd Put the red probe in the earths mantle at the north pole and then put the black probe in the earths mantle at the south pole.

The reading on the Fluke meter is the earths resistance in ohms.

Good Luck!

use fluke 1630 to measure earth resistance, just clamp on the earth electrode.
