Why do you want pulsed DC instead of continuous DC? What is the current rating of the circuit breaker (is it very low)? Even a small (relative) current will allow you to get a fairly accurate voltage measurement across the contact (as long as you employ correct 4-wire voltage measurement techniques).

Also, why are you doing this in the first place (is it for maintenance or measuring the contact resistance of a new circuit breaker)? The contact resistance data should be available from the supplier.

What's the application and what size circuit breaker are you talking about?
