its very simple built a furnace which could handle atleast upto 10000-20000c and a plasma torch to the inside .the outer covering should be solid metal and there should be a way for exhaust gas.

Sir, The building of Plasma treatment plant is an expensive undertaking. If you refer to the possibility of fabricating a plant like it in Vietnam, and ship it to it's destination - I do not think it is feasible as much work has to be done on the site where the plant will be erected. If you refer to the possibility of building a plant in Vietnam, this is another matter. You mentioned you have the funds.
