Connecting Earthing Conductors

A friend of mine is working on a telecom tower installation project. He was advised by his principle to connect earthing conductor with the horizontal earthing bus bar so as to lead the conductor from top end and not from the bottom end. What is the wisdom in doing so?

simply to reduce trhe interference due to static charges of atmosphere / lighening protection.
