I would assume there would be depending on what type of ink had been used. You would need to determine what solvent is used for this type of ink and soak the paper in it; once this was done, you would need to somehow remove this solvent and ink combination from the paper (chemically, mechanically or magically). This would however create a market for recycled ink!
The unfortunate thing is, there are many different types of ink, toner and drawing implements around that would all require a different solvent to remove, the trick would be to find the most appropriate one for general use.
